Farm Radio Trust (FRT) is an indigenous Non-Governmental Organization (NGO), whose main goal is promotion of information for sustainable livelihoods of farmers through innovative agriculture extension and advisory service delivery using radio enhanced by ICTs.

Position: Director of Programs (DoP)

Responsible To: Executive Director

Location: FRT Head Office Lilongwe

Purpose of the Position

Reporting to the Executive Director, the DoP will be directly responsible for the implementation and overall management of all programmes executed by FRT in line with the strategic plan. The DoP will also be contributing to the development of monitoring and evaluation systems across FRT and contributing to new programme development. This is a new and senior challenging function to ensure that FRT achieves a sustainable impact on food, income and nutrition security.

Core Responsibilities

1.0 Program Management

• Overall responsibility for effective and efficient management of all FRT programmes in line with the Strategic Directions (SDs) and consistent with good practice in project management.
• Lead in programmes quality assurance so that interventions adopt best practice in modern extension methodologies that are integrated with new ICTs;
• Lead in proper programme documentation and sharing within FRT, other partners both within and outside Malawi;
• Monitor and maintain programme compliance with administrative and logistics procedures;
• Ensure programme monitoring, evaluation and reporting systems are in place and that project reviews/audits are carried out periodically.
• Ensure good working relation with all programme stakeholders including government, civil society, private sector an beneficiaries.
• Ensure FRT complies with all legal and bureaucratic requirements in programme areas;
• Represent management in the FRT Board of Trustees Programs Sub Committee.

2.0 Program Development

• Assist and work with the ED in new programme development; developing new ideas/solutions in ICT based agricultural extension, proposal development;
• Assist the ED in programme fund raising; identifying new areas of need and potential areas for project development and donor funding in and outside Malawi;
• Play a key role in promoting and maintaining a sound profile and visibility for FRT in Malawi;

3.0 Operations Management

• Ensure efficient management of programme staff, and resources.
• Ensure regular and effective communication sharing among different projects;
• Ensure all FRT and donor program reports are completed in accordance with deadlines;
• Line manage all program staff;
• Travel to the project sites as per management needs.

4.0 Logistics/Finance/Administration

• Work with Director of Finance and Administration (DoFA) and ED in developing new and higher standard systems in all program support areas;
• Ensure all projects adhere and are compliant to FRT’s and donor procedures;
• Develop strategic plan, annual and other donor related program budgets;
• Review and support financial reporting systems for submission to ED and donors, and work with DoFA to introduce new systems and formats to improve on budgeting, cash call down and reporting;

5.0 Human Resource Management

• Maintain good team communication, engender good team dynamics and take remedial action when problems occur in collaboration with ED;
• Support team members professionally and support stress management;
• Carry out annual appraisals according to FRT’s Human Resource procedures;
• Work with ED to maintain up-to-date job descriptions for program staff;
• Ensure procedural compliance for recruitment and contracting of staff;
6.0 Representation

In coordination with the ED, represent FRT at national, regional and international levels;
Support the ED’s strategic co-operation initiatives with government, private sector, donor agencies, radio stations and national/international NGOs active in the programme areas;
Provide coverage for other posts when needed and carry out any other responsibilities as requested by the ED;
Act on behalf of the ED as delegated from time to time.

Person Specification


• Post Graduate level education in Agriculture, Extension and Rural Development, Project Management, Development Studies, Communications or any related field.
• Minimum of 5 years’ experience in program and people management at senior level in similar/ related role.
• Experience in proposal writing with a proven ability to secure donor funding.
• Strong understanding of and practical experience in agricultural extension, development communication and ICTs in the context of rural livelihoods, food and nutrition security, agribusiness and related activities.
• Strong experience in programme planning and development with ability and experience to conceptualize implement and evaluate programmes.
• Knowledge of dynamics of partnership and experience in a role directly involved in partner/local institution organizational capacity
• Proven problem solving and organizational skills, flexibility and calm under pressure.
• A mature self-starter, a good communicator and team builder with the ability to manage and motivate staff.
• Excellent English language skills with excellent verbal, analytical, and organizational skills – a good communicator, with proven experience in reporting for international donors.
• Good team-worker; able to live and work closely with a small team with minimum direct supervision.
• Clean driving licence.
