Elizabeth Glaser Paediatric AIDS Foundation (EGPAF)

The Elizabeth Glaser Paediatric AIDS Foundation (EGPAF) is a recognized global leader in the fight against HIV/AIDS.  In its work to eliminate paediatric AIDS through research, advocacy, and prevention and treatment programs, EGPAF currently supports national, district, and local governments, facilities, communities, and non-governmental partners in 15 countries.  EGPAF supports service provision for comprehensive HIV care, treatment and prevention programs, and health systems strengthening.  EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence‐based HIV prevention, care and treatment interventions in 179 health facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) ‐funded Achieving HIV Epidemic Control through Scaling Up Quality Testing, Care and Treatment in Malawi.

EGPAF currently seeks to fill the following open position

Position         : District Strategic Information & Evaluation Manager (DSIEM)

Reports to    : SI&E Team Lead (SIETL)

Location       : Blantyre/Chiradzulu/Dedza/Mchinji/Ntcheu/Mwanza/Neno/Thyolo and Zomba

Position Summary:

The District Based Strategic Information & Evaluation Manager (DSIEM) is a well-trained, proactive and self-motivated individual who under the direct supervision and guidance of the SI&E Team Lead will be responsible to manage the entire SI&E portfolio of Districts including supporting the SI&E Officers to collect, analyze and utilize MOH and EGPAF generated data for epidemic control and the ongoing delivery of HIV care and treatment services. The DSIEM will support the Technical team to design and develop tools and reports to improve the service delivery and evaluations of program interventions and innovations. The DSIEM is responsible for the implementation of all 8 SI&E Standards, particularly data quality assurance, systematic use of data generated from programs and evaluations for program optimization and assurance of quality of health care services in the respective districts.

Essential duties and responsibilities include, but are not limited to the following:

M&E Planning

  • Implements the M&E plan in the assigned districts and contributes to strengthening existing M&E systems to better document and support continuum of care services
  • Supports the development and systematic use of standardized progress and performance reporting formats and procedures in paper based and digital platforms
  • Supports SI&E Officers to adapt to changes in SOPS and tools
  • In partnership with the SI&ETL implements SI&E work plan and budget with fidelity
  • Manage adaptation for digital platforms and use of MOH EMRS and back data entry applications
  • Ensures updated and current M&E tools and SOPs are in use

Data Collection and Data Quality

  • Ensuring validity and reliability of all data/information reported by assigned districts including electronic data in PowerApps, back data entry apps and MoH EMRS.
  • Initiate and oversees conduct and follow-up of data quality audits; prepares report on district findings and documents data quality trail

Data Use for Performance Management Program Improvement

  • Ensures District teams have access to timely data for program improvements and decision making
  • Analysis of program outputs and outcomes for program improvements for assigned districts team Lead
  • Participating in the development of annual programmatic work plans, budgets and relevant reports
  • Works closely with Technical Team to support analysis and program optimization
  • Provide accurate data and analytics for internal district weekly surge calls
  • Coordinates and leads districts quarterly data review meetings for the EGPAF Program
  • Develops reports and presentations as required by the Donor, SMT and EGPAF HQ
  • Ensure Technical team develop logframes, monitoring and evaluations for innovations and pilot interventions to systematically inform scale up

Capacity Building

  • Identify capacity gaps within the teams and develop capabilities of District SI&E Officers, Facility Data Officers and Facility health workers to manage data recording, collection, analysis and effective use of HIV related data for the benefit of the national programme and district level

Team Management

  • Manages SI&E Officers by overseeing implementation of their individual annual work plans and ensuring their capacity building, mentorship and professional development
  • Provides regular support SI&E Officers to ensure their value-added to clinics/ district, including periodically conducting joint site visits, responding to questions or concerns raised by site personnel and sharing information of relevance with SI&E Team Lead
  • Carry out any additional duties within reason as identified by SI&ETL

Essential Management skills

  • Management experience in M&E
  • Able to manage a team of five or more SI&E Officers
  • Oversee the development and day-to day implementation of district’s SI&E work plan.
  • Works collaboratively across teams in the assigned district(s) to promote data usage and overall evidence based program management

Knowledge, Skills and Abilities

  • Good understanding of the functioning of Malawi health delivery systems, current health sector programs, strategies and implementation plans.
  • Working knowledge of biostatics, have a basic knowledge of epidemiology, solid computer skills, including MS Office Suite; ability to interface with different analysis and database packages
  • Highly organized, meticulous and reliable
  • Knowledge of quality assurance / quality improvement principles will be advantageous. The incumbent must have excellent numeracy skills
  • Good interpersonal skills and ability to engage teams in the use of data
  • Ability to design, manage and present data and write technical reports and SOPs.
  • Excellent oral and report writing and presentation skills.
  • Innovative and able to analyze and evaluate data to inform program design for effectiveness and efficiency
  • Comfortable working independently and developing new procedures and systems

Required Qualifications and Experience

  • Minimum 4 years’ experience in M&E in Malawi
  • Degree in social sciences, Public Health, demography, project management/monitoring and evaluation, statistics or related fields, or relevant work experience
  • Master’s degree in public health or related field is an added advantage
  • Experience with writing technical reports
  • Knowledge and experience in using quality improvement methodologies for health, monitoring and evaluation, reporting, communication and learning (knowledge management)
  • Strong analytical and planning skills, and an understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning
  • Creative and innovative thinking, and attention to detail
  • Good knowledge of statistical packages (STATA, Epi info or SPSS)-will be tested
  •  Ability to work in a team environment, but with self-sufficiency and self-motivation
  • Strong interpersonal skills coupled with excellent communication skills: verbal, written, listening, presentation and facilitation
  • Comfortable working independently and developing new procedures and systems
  • Good interpersonal skills
