With funding from United States Agency for International Development (USAID), Palladium is leading a consortium of national and international partners to implement a 5-year MOMENTUM Tiyeni project which is working with the Ministry of Health and various stakeholders to strengthen health systems and quality service delivery in maternal, new-born, child health (MNCH), and family planning and reproductive health (FP/RH), nutrition, malaria water, sanitation and hygiene, Cholera and COVID-19.
Position Overview:
Reporting to the Senior Finance Officer, this position will assist managing the District Finance and Operation aspects of the project including project filing and managing project documentation and other tasks assigned.
Roles and Responsibilities:
Finance roles
- Support Senior Finance Officers in the Districts Finance aspect of the project i.e. Preparation of accurate district PAFs and liquidations.
- Preparation of Business online to mobile wallet transactions including validation of participants mobile numbers
- Manages project financial documentation and records including sharing with Senior Finance officers all excel PAFs in the designated Teams folders.
Operations roles
- Assist with procurement of Goods and services at district level up to Micro purchase threshold in line with palladium procurement policies.
- Submit complete, accurate and well-organized procurement documentation for review and approval and following up on pending reviews and approvals.
- Assist in management of District office assets, premises, supplies and facilities as required.
- Administer regular maintenance of district office space, equipment and project vehicles.
- Timely record of all stores transactions and making sure stores replenishment is done when necessary, in alignment with stores records i.e. stores requisition forms, bin cards and issue notes
- Plan and oversee effective implementation of the day-to-day activities of the transport section.
- Supervise field office drivers to ensure effective day-to-day transport schedules and fleet management services.
- Consistently collect fuel consumption and vehicle maintenance data to track expenditure and fuel liquidation.
- Provides administrative support to large project activities and meeting such as annual workplan meetings and other project events.
- Other duties as assigned.
Position Requirements
- Undergraduate degree in a related field preferred but not required. Certificate or degree from a school of commerce or business required.
- At least 1-3 years’ relevant experience
- Experience working with a donor funded project preferred but not required.
- A working knowledge of USAID financial management rules and regulations, and reporting requirements not required but preferred.
- Knowledge of Malawian financial management and accounting requirements and laws.
- Advanced proficiency in Microsoft Word and Excel
- Attention to detail and the ability to complete tasks on time with minimal supervision.
- Fluency in English.
