General Description of Programme:

Background

GOAL has been working in southern Malawi since 2002 and currently has a presence in three districts (Nsanje, Chikwawa and Machinga). GOAL’s global objective is to promote resilient well-being by: helping people to survive crisis; promoting optimal and resilient health; promoting food and nutrition security, and; supporting people to have sustainable livelihoods. GOAL maintains close working relationships with district authorities and relevant line ministries.

Detailed Description:

GOAL in collaboration with Concern worldwide, United purpose and UN partners secured funding from DFID to implement a resilience building program for 4.5 years. The program will be implemented in four districts of Chikwawa, Phalombe, Mangochi and Balaka.

PURPOSE OF POSITION

The Gender Officer will be responsible for gender mainstreaming and provide technical support to GOALs PROSPER program in Chikwawa. S/he will work with all program sectors and field staff to ensure that gender equity principles are incorporated into all policies and activities. S/he will plan, implement and follow up on gender-related activities and provide support to counterpart staff. S/He Will work on mainstreaming gender in PROSPER program and its activities, including design and implementation of trainings in gender-related topics. S/he will provide technical assistance to field staff and community level committees including beneficiaries on gender and related topics and to ensure integration of gender in the day-to-day activities.

MAJOR RESPONSIBILITIES

  • Gender Mainstreaming – Technical Support to the Project
  • Support the project team to ensure integration of gender in the program in line with the Gender minimum standards, including technical and administrative work.
  • Mainstream gender into needs assessment frameworks, including adaptation of tools, collection, analysis and reporting processes to ensure that different beneficiary needs are identified and met.
  • Provide technical assistance to the PROSPER team and community members on gender concerns, taking into account the needs of men, women, girls and boys. This includes practical gender related activities for addressing violence and other priority concerns during the program implementation.
  • Support capacity building for staff, stakeholders, community groups and beneficiaries on how to practically integrate gender during implementation.
  • In closed coordination with donor’s gender focal point, build a system for field level staff and beneficiaries to ensure the gender outcomes are achieved.
  • Assist the safeguarding focal person in the designing and implementation of gender related aspect of the project.
  • Contribute to the preparation of gender and protection specific documents /manuals /materials and communications within PROSPER’s scope of work in collaboration with other programs, M&E, PMU and partners where necessary.

Gender Training and Staff Capacity Development:

  • Lead training and workshops for staff, stakeholders and key actors on gender-related topics.
  • Manage and maintain relationships with community leaders, any women’s rights platforms available within the impact areas, local NGOs and other community-based organizations affiliated with PROSPER program.
  • Develop staff capacities to integrate GBV activities into their work, employing diverse learning methods considering the nature of the program and donor requirements.
  • Facilitate systematic gender analyses, so that the Program staff identify strategic and practical responses to advancing gender equality in PROSPER operations.
  • Actively participate in, and contribute to, the work of the UN/CWW led consortia inter-agency gender group or any other working group specific to gender under the PROSPER program.
  • Facilitate and support the integration of gender equality and women empowerment approaches in the planning, implementation, monitoring and evaluation of program and related initiatives.
  • Develop and facilitate the implementation of evidence-based gender responsive interventions.
  • Facilitate and/or provide gender /protection training for all PROSPER and other program stakeholders / partner staff

Reporting, Coordination and Communication:

  • Support, advise and strengthen coordination mechanisms for gender mainstreaming in GOAL Programs specially for PROSPER in Chikwawa.
  • Support GOAL Chikwawa office in producing regular updates and briefing materials to promote implementation of national, regional and international commitments to GBV.
  • Understand and communicate the Strategic Objectives for GOAL and link it to the program objectives.
  • Work closely with the field team to identify and capture the success stories related to gender and share with Program management and donor.
  • Regular coordination with Concern Worldwide and GOAL’s internal gender /safeguarding focal points to ensure that all the gender related out-come are achieved and documented.
  • Any other task assigned by the manager
  • Support the implementation of GOAL’s /PROSPER gender and protection mainstreaming strategy, including assisting in the design of indicators and monitoring tools where necessary and inclusion of adequate protection focus in project documents.
  • Provide continuous information on gender and protection issues to GOAL and partner staff through regular updates and information sharing as required.
  • Work closely with the M & E Section to ensure that the M & E system is gender sensitive
  • Track down and capture impact of the project
  • Identify, document and share project impact and success stories including lessons learnt and best practices.

Safeguarding

  • Ensure that safeguarding is integrated in all program actions -children, women and other vulnerable groups are protected.
  • Report all safeguarding issues in line with the laid down protocols

EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor’s degree in development studies, gender, social work or related field
  • Good knowledge of food security, humanitarian and gender situation in Malawi.
  • General knowledge on gender policies both nationally and internationally including gender-related mandates.
  • Experience working in an NGO setting preferably with International NGOs implementing Humanitarian and Resilience building interventions.
  • At least 3 years of relevant work experience in gender or related field.
