VSO Malawi

VSO is an innovative International development organisation that contributes towards addressing poverty and disadvantage through the placement of International and National skilled professional volunteers with national partners. In order to deliver our mandate, VSO Malawi seeks to recruit a Head of Programmes who will effectively lead the growth and management of VSO Malawi programmes in accordance with the Country Strategic plans. The position will be based in Lilongwe and will report to the Country Director.

Job Responsibilities:

• Provide professional leadership and management to VSO Malawi Programme teams.
• Lead the VSO Malawi’s programme teams in managing and monitoring programme implementation and budgets management quality, ensuring value for money.
• Lead the development of integrated and quality programmes and be responsible for successful delivery in line with the programmatic approach.
• As a member of the Country Senior Management team ensure that programmes are developed and delivered in line with VSO’s strategic approach, leading Volunteering for Development in Malawi.
• Work closely with the Monitoring and Evaluation Manager to develop and implement an effective M&E system.
• Lead the identification and management of partnerships, in line the country programmes strategic direction. In collaboration with the Country Director ensure that VSO Malawi Programme has an ambitious yet realistic fund raising strategy.
• Prepare and submit quality and innovative programme concept notes, proposals and budgets to donors.
• In collaboration with the finance managers and project managers, ensure that narrative and financial reports to donors are of quality and submitted on time.
• Work with the Country People Manager and Programme Managers to develop and implement effective ways through which volunteers’ performance is adequately managed.

Minimum Requirements:

• A Master’s degree in International Development, Organizational Development, or significant similar work experience.
• Minimum of 3 years’ experience in an equivalent position in a development or humanitarian organisation.
• Extensive experience managing multi-sector programmes, with specific expertise in the Education or Health sectors.
• Experience of working within or supporting a large Programme Management Unit.
• Experience of a management roles working within Consortium’s with several NGO’s and partnerships with government line ministries.
• Extensive experience in financial management of significant budgets, including preparing financial projections, general financial management and reporting.
• Strong knowledge of the challenges in donor and contract management.
• Experience of working effectively in a team with regional colleagues based outside the country.
• Practical experience of applying development issues at a project or community level.
• Evidence of successful networking and partnership building.
• Proven experience of securing substantial external funding and grants.
