Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2018, the WBG committed $67 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $24 billion was concessional finance to its poorest members. It is governed by 188-member countries and delivers services out of 120 offices with nearly 15,000 staff located globally.

The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The World Bank is organized into six client-facing Regional Vice-Presidencies, several corporate functions and thirteen Global Practices to bring best-in-class knowledge and solutions to regional and country clients.

Malawi’s health sector is characterized by a heavy burden of diseases, including HIV/AIDS, malaria, and tuberculosis; high fertility and maternal mortality; poor quality of services; and critical shortages of human resources, medicines, and other health system inputs. These bottlenecks prevent Malawi from accelerating gains in health, nutrition and population outcomes. The Government of Malawi is committed to improve the health sector performance by addressing reproductive, maternal, newborn, child, and adolescent health and nutrition (RMNCAH-N) challenges and prioritizing and coordinating investments through the implementation of the Health Sector Strategic Plan (HSSP) II 2017–2022.

Malawi is one of the 36 Global Financing Facility (GFF) countries that receives financial and technical support from the GFF Trust Fund and GFF Secretariat.  The GFF rests on a multi-stakeholder partnership that harnesses experiences and mobilize financial resources from a wide array of partners that are committed to improving RMNCAH-N. Most importantly, this partnership includes governments playing leadership roles in setting the policy agenda and formulating technically sound and financially sustainable RMNCAH-N strategies and plans. The GFF acts as a catalyst to crowd-in funding to support these plans by bringing together development partners and working with the Ministry of Finance on health finance reforms, while directly using Trust Fund resources to expand and increase the RMNCAH-N impact of World Bank-supported country projects. In Malawi, the GFF Trust Fund is currently co-financing the World Bank’s Investing in Early Years for Growth and Productivity Project.

Malawi is also an early adopter for the Human Capital Project (HCP) which aims to use investments in health, education, and nutrition to maximize human potential.  The Human Capital Index (HCI) measures the fraction of the full potential of human capital that a child can expect to attain from birth to 18 years of age and the productivity of the next generation of workers compared to a benchmark of complete education and full health.

The central contribution of the Health, Nutrition & Population (HNP) Global Practice to the World Bank Group’s (WBG) twin goals is to enable the achievement of Universal Health Coverage (UHC), in which all people are effectively covered by essential health services, and nobody suffers undue financial hardship because of illnesses.  In the quest for UHC, the HNP Global Practice is building on progress made in the framework of the Sustainable Development Goals, an array of analytical and advisory services, strategic partnerships with partner institutions and other financing agencies and an active lending portfolio. The HNP Global Practice includes staff members based in Washington D.C. and other country offices.

The WBG is seeking a Health Specialist with an Extended Term Contract to support the Malawi HNP portfolio.

Duties and Accountabilities:

The ET Consultant will contribute to the overall objective by ensuring that the WBG supported HNP tasks in Malawi are well implemented and monitored. The Health Specialist is expected to carry out the following functions:

  • Provide technical assistance to the WBG supported HNP projects, both operational and analytical, including identifying opportunities for coherence, synergy, and added value. Prepare and submit recommendations on project implementation plans to strengthen the design, timeliness, alignment and targeting of delivered actions.
  • Support the government in tracking the results achieved by the WBG supported HNP projects.
  • Provide guidance to the WBG sectoral or multisectoral task teams in preparation and supervision of lending operations and technical assistance tasks.
  • Help ensure close coordination and engagement with the Government of Malawi; a variety of international and local development partners; the WBG Country Management Unit and relevant task teams.
  • Support policy dialogue with the Ministry of Health and other relevant sectors, and represent the WBG in national platforms, including the Health Donor Group, UN H6 and Health Sector Working Group.

Selection Criteria

  • Masters degree or equivalent in health, public health, health economics, or related discipline.
  • A minimum of 5 years of relevant professional experience, or equivalent combination of education and experience.
  • Ability to perform professional level analyses with specific reference to reproductive, maternal, adolescent and child health and nutrition issues in Malawi.
  • Ability to work with a range of stakeholders including development partners and engage effectively with senior government officials.
  • Ability to function well independently and handle multiple tasks, meet changing priorities and deliver high-quality analysis and work on-time.

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
