Job Title:            Human Resource Officer (1)

Reporting To: Senior Human Resource Officer

Job Location:    Blantyre Office with frequent field visit

General Description of Programme:

Background

GOAL has been working in southern Malawi since 2002 and currently has a presence in three districts (Nsanje, Chikwawa and Machinga). GOAL’s global objective is to promote resilient well-being by: helping people to survive crisis; promoting optimal and resilient health; promoting food and nutrition security, and; supporting people to have sustainable livelihoods. GOAL maintains close working relationships with district authorities and relevant line ministries.

General Description of the Role.

The HR officer will be responsible for providing support to the Senior HR officer and to other department heads in GOAL Malawi.  The job will involve most aspects of HR including areas such as contracts writing and managing staff issues with the assistance of Senior HR Officer. This position calls good HR knowledge, and strong organisational skills. The incumbent must have good management, interpersonal and organisational skill and the ability to report accurately.

Key Duties include:

Recruitment

  • Provide support to line managers and heads of departments on the recruitment process, including the drafting of the JD and Employee Request Form (ERF).
  • Advertise/upload vacancies through the advertising website, government agencies, networking and referrals.
  • Support all recruitment: advertising, receiving applications, short listing, scheduling interviews, reference checking and appointing staff.
  • Conduct HR orientation for all new staff.
  • Coordinate the HR orientation plus related onboarding procedures for all new staff.
  • Conduct exit interviews with staff who are leaving and report to the line managers on key trends.

Contracts

  • Liaise with Senior HR officer to ensure all staff have up to date contracts.
  • Ensure all staff whose contracts are not going to be renewed are informed at least one month prior to the end of their current contract.
  • Ensure staff whose contracts are to be renewed are informed in writing prior to the end of their current contract.
  • Support the Senior HR officer line managers to ensure all contract terminations are appropriately documented and all owed monies to/from the departing staff are paid.

Documentation and filing

  • Ensure timesheets are completed, reviewed by Senior HR Officer and adequately filed.
  • Keep track of all approved leave requests.
  • Ensuring that filing, archiving and staff database are kept update.

Staff Grievances:

  • Support the Senior officer HR Officer and line managers with any staff disputes

Training and Staff Development

  • Liaise with all line managers to ensure appraisals are being conducted according to GOAL Malawi performance appraisal guidelines and adequately tracked.
  • Create and update training tracking sheet to monitor the training identified during appraisals and record all training completed.

Other Duties

  • Keep track of issues in the field site relevant to HR such as the introduction of new policies by SRRC
  • Network with the HR groups from other NGOs to keep informed of HR-related issues.

QUALIFICATIONS:

Requirements:

  • Bachelor’s degree in Human Resources.
  • At least 4 years of experience in human resources, 2 of which are at an HR officer level.
  • Comprehensive knowledge of Malawi Labor Law.
  • Fluent in English both writing and speaking
  • Competent computer skills; Microsoft Word/Excel/PowerPoint/Outlook
  • Excellent administration skills and a strong attention to detail.
  • High level of discretion and confidentiality
  • Calm, analytical with diplomacy and communication skills.
  • Organized, a self-starter and an enthusiastic team player.
  • Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions
  • Ability to work at own initiative
