The Tobacco Commission was established by an Act of Parliament under the Tobacco Industry Act No. 10 of 2019. The Commission is responsible for the provision of regulatory services, promotion and development of the Tobacco Industry in Malawi. In order to efficiently and effectively execute its mandate, the Commission is inviting applications from suitably qualified candidates of Malawi origin to fill the following vacant position tenable at its Head Office, at Kanengo in Lilongwe.


Reporting to Chief Executive Officer, the ICT Manager will be responsible to advise Management on the adoption of appropriate information technology, and ensuring that the integrity of the information systems, equipment and database is safeguarded and is used effectively in achieving the objectives of the Commission.


  • Develop, formulate, implement and monitor ICT policies and strategies;
  • Provide technical and user support in the Commission as regards electronic, telecommunication and computer equipment
  • Ensure proper management of software including licensing issues, data networks and provide relevant data security in all systems;
  • Ensure procurement of appropriate hardware and software and provide effective maintenance;
  • Develop and review applications and management information systems and user manuals;
    Manage Local and Wide Area Networks (LAN and WAN) and provide relevant data security and back-up systems;
  • Manage ICT projects including automation and live data links to Divisional offices and outlying field stations;
  • In liaison with Director of Human Resources and Administration, identify IT training needs and provide on the job training;
  • Manage the configurations and implementation of all hardware, software and network components to ensure that operating procedures and support services are effectively and efficiently provided;
  • Conduct quality assurance, monitor the performance of ICT infrastructure, and systems and engage in preventive maintenance;
  • Serves as custodian of all ICT equipment and data for the Commission and contact point for all ICT service providers;
  • Implement and Support necessary security aspects of ICT equipment;
  • Develop, formulate and implement ICT budget;
  • Comply with IT Audits and implement recommendations
  • Develop and maintain the TC website;
  • Prepare ICT reports and
  • Allocate and supervise work of Systems Analyst, Systems Administrator.


  • A Bachelor’s Degree in Computer Science, Information Technology or equivalent backed by a relevant Bachelor’s degree from a recognized institution with at least 5 years post qualification experience; Those with Master’s Degree in relevant field will have added advantage.
  • Cisco network certification and certified MCSE
