The Elizabeth Glaser Paediatric AIDS Foundation (EGPAF) is a recognized global leader in the fight against HIV/AIDS.  In its work to eliminate paediatric AIDS through research, advocacy, and prevention and treatment programs, EGPAF currently supports national, district, and local governments, facilities, communities, and non-governmental partners in 15 countries.  EGPAF supports service provision for comprehensive HIV care, treatment and prevention programs, and health systems strengthening.  EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence‐based HIV prevention, care and treatment interventions in 179 health facilities in eight districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) ‐funded Achieving HIV Epidemic Control through Scaling Up Quality Testing, Care and Treatment in Malawi. Under the scope of HIV services in Malawi, EGPAF will provide Project Leadership to strengthen health informatics systems (HIS) at the facility and central levels to improve the quality, integration, and effectiveness of service delivery across care points within Malawi in collaboration with other implementing partners, Ministry of Health, and other organizations. This program will build on national electronic HIS infrastructure by providing reliable data sources for both national reporting and a reliable National Health Data Repository. Currently five key elements/ investments comprise the HIS for PEPFAR HIV services in Malawi, 193 facilities with an established point of care system, 517 back data entry stations, a Vital Statistics Unit, Lab Information and Management System (LIMS) and a Central Data Repository.  The four elements are in various stages of development, implementation and integrationEGPAF seeks to fill the following open position

Position                                 : Lead Network Engineer

Location                                 : EGPAF, Lilongwe

Summary of the Position:

This role reports to the HIS Project Director and will lead planning, designing, and developing the high-level design plan for the overall equipment and technical network architecture adhering to international rigor and established guidelines. S/he will also manage the installation, monitoring, maintenance, support, and optimization of all electrical, network hardware, software, and communication links. This individual will also analyze and resolve complex network hardware and software problems in a timely and accurate fashion.

The Lead Engineer will provide leadership for all engineering solutions required to support information systems used in clinics, labs and the civil registration and vital statistics offices. In close coordination with the central units and field support teams across the Country, the Lead Engineer will ensure the solutions can be effectively operationalized.

Essential duties and responsibilities include, but are not limited to the following:

  • Leads, directs, provides oversight on the design, installation, and testing of new networks, infrastructure, and application configuration/systems
  • Design and deploy large scale enterprise LAN, WAN, WLAN and including routers, switches, firewalls, and other network related hardware
  • Works closely with peers in software development, informatics, security, operations and server teams to deliver infrastructure services to support the enterprise throughout the EMR project
  • Defines configuration specifications for network devices and appliances.
  • Interface with internal/external customers and vendors to determine system and application requirements.
  • Leads technical documentation, implement, and support enterprise network environments
  • Ensures operations of enterprise-level network hardware and data communications systems by minimizing system downtime and maximizing system performance. Support the deployment team to configure, upgrade and install network equipment
  • Continuously seeks opportunities to implement innovative solutions that generate marked efficiency gains across network(s), infrastructure, and applications. Develops and recommends technical or procedural process improvements.
  • Leads monitoring opportunities, oversees corrective action, system refreshes, hardware replacements, software upgrades, and application modifications.
  • Leads, oversees, and guides troubleshooting efforts of network(s), infrastructure, and application configurations. Supports team members on planning, problem resolution, and network implementation Provide technical coordination, oversight and leadership for staff and serve as escalation point for complex technical issues
  • Identifies potential gaps and provides well-documented recommendation for change or modification.
  • Manages user expectations, keeps the customer aware of project status, risks and critical issues.
  • Communicates technical issues and plans to management, external and internal customers and business partners.
  • Define requirements in support of budget plans and make recommendations for ways to improve performance and reduce costs.
  • Design appropriate solutions based on environment, create detailed network designs, assess and test new
  • Works closely with Ministry Counterparts to ensure solutions support immediate need and long term vision of the Government of Malawi

Required Qualifications:

  • Bachelor’s degree in engineering, computer science, information technology or related technical discipline (strongly preferred) or equivalent education and experience.
  • 5+ years of experience in a technical capacity supporting a network or infrastructure or application configuration
  • 5+ years supporting large scale enterprise network infrastructures using Cisco solutions
  • 5+ years designing enterprise scale routing and switching environments
  • 5+ years of experience with routing, core switching, Cisco Nexus, Meraki, ASA firewalls, VLAN, VPN, WLAN, TCP/IP, DNS, DHCP, monitoring tools, network topologies, Palo Alto, Info Blox and F5 BigIP load balancing
  • Expert level experience with the following protocols and technologies: OSFP, BGP, MPLS, STP, HSRP, and
  • Subject matter expert experience installing, maintaining, and configuring network, infrastructure and applications

Required Knowledge, Skills and Abilities:

  • Experience with network design and management in a large-scale infrastructure.
  • High level expertise in LAN/WAN technologies (including private wireless networking) and VoIP/IPT technology from a design, implementation and support perspective.
  • Knowledge of TDM’s systems a plus.
  • Extensive working knowledge of Cisco Unified Communications and Collaboration products.
  • Advanced knowledge of SIP Trunking and Session Border Controllers a plus.
  • Expert knowledge of TCP/IP.
  • Possess advanced planning, troubleshooting and maintenance skills on the Microsoft server platform and CISCO router, switch and firewall configuration and SONET configuration/architecture
  • Have a strong understanding of technology integration and information flow including LAN/WAN, firewalls, security, storage, and backup methodologies
  • Ability to help debug and optimize code and automate routine tasks.
  • Experience in one or more of the following is preferred: C, C++, Java, Python / Netmiko, TCL, Perl or Ruby.
  • Should have some experience with Cisco enterprise class network platforms: IOS, NX-OS, ACI
  • Experience with algorithms, data structures, scripting, pipeline management, and software design.
  • Experience with one or more enterprise level network monitoring and automation tools, such as:  Splunk, Ansible, Tivoli NetCool, ServiceNow Orchestration, NetScout NGeniusOne / Pulse,  AppD, Solarwinds, Moogsoft, Big Panda, Cisco Tetration
  • Proven experience and ability to manage problem resolutions of complex or intermittent issues in a multi-vendor, integrated enterprise environment
  • Experience with network monitoring and performance analysis monitoring tools, and a history of using them for performance tuning and troubleshooting
  • Demonstrates poise and professionalism while working under pressure
  • Strong communications (written and verbal), customer focus skills required
  • Strong team player with proven experience and ability to collaborate internally among teams and externally among application and business units
  • Ability to communicate ideas in both technical and user-friendly language
  • Extremely self-motivated and directed, with keen attention to detail
  • Strong analytical and problem-solving skills
  • Proven track record of successfully executing projects and process documentation/implementation
  • Able to prioritize and execute tasks in a high-pressure environment.
