Assignment Title: Local Natural Resource Management/ Livelihoods Specialist

IBTCI is seeking a Local Natural Resource Management/ Livelihoods Specialist for the Final Evaluation of USAIDs Protecting Ecosystems and Restoring Forests in Malawi (PERFORM) project. The purpose of this project is to align Malawis Growth and Development Strategy (MGDS) and to promote forest conservation and green growth. The primary purpose of the PERFORM performance evaluation is to assess the effectiveness of this USAID funded activity, considering both its design and implementation processes. Additionally, through this evaluation, USAID seeks strategic and programmatic options for future engagement to support Natural Resources in Malawi.
Scope of Work:
Using your expertise and subject matter skills, perform duties on specific task orders and/or contracts. Tasks could include, but not be limited to:
Participate in team meetings, key informant interviews, group meetings, site visits, and draft the sections of the report relevant to the Natural Resource Management and Livelihoods sectors;
Participate in presenting the report to USAID and other stakeholders; and
Responsible for addressing pertinent comments provided by USAID/Malawi and other stakeholders.
Write and contribute to final evaluation report;
Other duties as assigned.
Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.
This position does not authorize/require the consultant to directly communicate with IBTCI clients.
This position does not authorize/require the consultant to have decision making authority on final work product.
Preferred Knowledge, Skills and Abilities:
Familiarity and experience with the Malawian context including issues that are unique to Malawi;
Familiarity with USAID regulations and systems including performance monitoring, gender policies and guidance, project management, budgeting, financial analysis, and reporting;
USAID experience with Natural Resource Management and/or Livelihoods projects & interventions; and
Experience in international donor development program management including overseeing multiple program areas simultaneously preferred.
Be a Malawi national with at least 4 years of field experience in evaluation with sectoral experience in REDD+, forest conservation, and livelihoods;
Previous USAID evaluation experience;
Professional language fluency in multiple local Malawian languages is highly preferred; and
Oral and written fluency in English required.
Education: Have a postgraduate degree in international development, forestry, natural resources, sustainable livelihoods, environment, or a related field.
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: Travel within Malawi is required.
