World Education, Inc. seeks candidates for a Numeracy Education Specialist based in Malawi for an anticipated multi-year donor-funded Education Program, subject to award. The project aims to support the Ministry of Education, Science, and Technology (MoEST) to revise the Malawian numeracy policy and curriculum, the supervision and coaching models, and related teacher professional development. World Education will give special attention to candidates with a successful record of managing education and systems strengthening donor-funded programs.
The Numeracy Education Specialist will oversee revision of the Malawian numeracy policy and curriculum, the supervision and coaching models and teacher professional development. The ideal candidate will have demonstrated skills and knowledge of primary education sector in Malawi, early grade mathematics and have experience working with the national government, in particular the ministry of education and national education institutes. Anticipated start date is November 14, 2019.


  • Coordinate, in close cooperation with the Ministry of Education, Science, and Technology (MoEST) and other partners the review of the national early grades mathematics curriculum and revision of the pedagogical approach and teaching and learning material. This will include the use of national assessment data to inform policy review and to determine a plan of action to further improve training of teachers and supervision models.
  • Work with national and international stakeholders to provide overall management and technical assistance to the numeracy interventions.
  • Supervise the review and revision of the teacher professional development model together with the MoEST, national education institutes and other partners. A focus should be on delivering school-based professional development through coaching and mentoring.
  • Work with MoEST and partners to design and implement a training program for all stakeholders on effective numeracy instruction. This will include the orientation on classroom based assessments, remediation activities, inclusive education and parental engagement in learning.
  • Coordinate cooperation between complementary programs working in primary education and teacher training. Organize and participate in national and international forums that further aim to improve learning outcomes of students in numeracy.
  • Work with other senior project staff from World Education Inc. and its partners in designing and implementing the project. This should be done through the constant use of program monitoring data and in close collaboration with the MoEST and national institutes.
  • Other responsibilities, as necessary.


  • Master’s in education, early grade numeracy, or related field; Doctorate preferred.
    A minimum of 10 years of demonstrated relevant experience; experience managing early grade learning programs.
  • Experience working in Malawi and knowledge about prior numeracy programs is preferred.
  • Experience in the design and implementation of teacher training programs, curriculum revision and teaching and learning material.
  • Demonstrated knowledge and vision of working in low resource settings such as Malawi with large class sizes.
  • A deep understanding of the educational challenges and successes in Malawi and experience working with a variety of stakeholders involved in education, teacher training and policy development.
  • Knowledge on the current research and trends in inclusive education with a focus on working with children with disabilities.
  • Experience working with family numeracy programs and gender-sensitive programming.
  • Expertise working with a variety of numeracy instructional approaches and training methodologies as used in DFID programs and other international programming (such as GIZ and USAID).
  • Fluent in speaking and writing in English and preferable working proficiency in Chichewa.
