Job Purpose:

In collaboration with the National Statistical Office (NSO), the Project Facilitator will perform the facilitation function of the Census Project in support of project implementation on a day-to-day basis. Under the overall guidance of the Assistant Commissioner, the project facilitator will work under the direct supervision of UNFPA focal person. The project facilitator provides operational support and technical advice to project partners and is responsible for supporting overall coordination and management of the project. The project facilitator will work closely with other responsible parties in the Government, the UNFPA Country Office, and other development partners to promote effective coordination.

Major Activities/Expected Results:

  • Smooth operation of the project through day-to-day oversight and coordination of implementation of the project activities.
  • Successful coordination with the project coordination team at NSO in carrying out their duties at an optimum level through ensuring efficient and effective resource utilization.
  • Successful facilitation of the preparation and implementation of annual and quarterly results-based work plans in line with indicators and targets specified in the logical framework endorsed by management and successful coordination of inputs into all project reports as required.
  • Facilitate and coordinate all 2018 PHC dissemination activities.
  • Monitor project activities, including financial matters, and organize quarterly progress reviews, preparing quarterly progress and financial reports to be approved by the Implementing Partner and UNFPA.
  • Develop and maintain close linkages with relevant sectoral government agencies, UNFPA, NGOs, civil society, international organizations and the implementing partner of the project, engaging them when necessary to disseminate results and learning.
  • Support the Project Steering Committee (PSC) in its oversight function and facilitating meetings of the steering committee as stipulated in the project document, including organizing the PSC meetings, providing feedback on project strategies, activities, progress, and challenges.
  • Preparation of annual and quarterly implementation work plans for the project, including financial allocations, priority activities, performance indicators, milestones and means of verification.
  • Assist the IP in incorporating priority action plans into budgets.
  • Develop operational procedures and process innovations, as required, to promote timely implementation of workplans.
  • Facilitate coordination with other relevant national and regional initiatives to promote synergy, complementarity, and value for money.
  • Ensure cross cutting issues such as gender are considered in the project planning, implementation and reporting.
  • Preparation of monthly progress briefs, quarterly reports and financial summary for submission to UNFPA and the IP.
  • Support the IP in defining principal communications needs, opportunities and functions relating to the project as part of knowledge management.
  • Participating in joint project visits to monitor and assess implementation; resolve problems in execution and implementation streamlining relations between national project focal points, consultants (where appropriate) and executing agencies.
  • Coordinate inputs into all project reports as required (including Annual Project Reports, Quarterly Reports and the Terminal Report).
  • Facilitate compliance with UNFPA policies and procedures.
  • Coordinate communication among project partners, government, UN Agencies, other international organizations, private sector, NGOs, academia, etc. and represent the project across various fora, as required.
  • Identify problems and potential barriers to delivery of results and design effective solutions in collaboration with other programme staff and stakeholders.

Job Requirements:

Education and Experience:

  • MA/MSc/Master of Social Sciences degree in a relevant discipline including demography, population studies, development studies/planning, and development communications.
  • A minimum of 5 years of project management experience, in the area of international development and/ or population and development in Malawi.
  • Strong communication and writing skills with the ability to effectively and persuasively present information in a variety of settings and formats.
  • Proven ability to lead and motivate a multi-disciplinary team to produce the required outputs in a timely manner.
  • Familiarity with the population and housing census process and outcomes in Malawi.
  • Knowledge of UNFPA procedures would be an added advantage.
  • Demonstrated abilities to contribute to policy and guideline formulation, resource mobilization, team building, team leadership and management, preferably in a capacity related to the UN system.
  • Self-motivated, well organized, and ability to lead; ability to work with minimum supervision while ensuring work as part of a larger team.

Languages: Excellent writing and oral skills in English and Chichewa; knowledge of another UN language is an asset
