Elizabeth Glaser Paediatric AIDS Foundation (EGPAF)

The Elizabeth Glaser Paediatric AIDS Foundation (EGPAF) is a recognized global leader in the fight against HIV/AIDS. In its work to eliminate paediatric AIDS through research, advocacy, and prevention and treatment programs, EGPAF currently supports national, district, and local governments, facilities, communities, and non-governmental partners in 15 countries. EGPAF supports service provision for comprehensive HIV care, treatment and prevention programs, and health systems strengthening. EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence ‐ based HIV prevention, care and treatment interventions in 179 health facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) ‐ funded Achieving HIV Epidemic Control through Scaling Up Quality Testing, Care and Treatment in Malawi.

EGPAF currently seeks to fill the following open position

Position : Strategic Information & Evaluation Team Lead (SIETL)

Reports to : SI&E Director

Location : Lilongwe

Position Summary:

The Strategic Information & Evaluation Team Lead (SIETL) is a well-trained, proactive and self-motivated individual who under the direct supervision and guidance of the SI&E Director will lead and provide oversight on project design, activities monitoring, and impact evaluation of the EGPAF’s projects and programs in close collaboration with the technical team, MOH district health offices and health facilities. The SIETL is responsible for the implementation of the 8 SI&E Standards, particularly data quality assurance, systematic use of data generated from programs and evaluations for program optimization and assurance of quality of health care services.

Essential duties and responsibilities include, but are not limited to the following:

1. M&E Planning

  • Develops and implements overall integrated M&E plan for EGPAF Malawi program utilizing efficient and effective tools and systems for data collection, storage, analysis and visualization
  • In partnership with the SI&E Director, ensures effective staffing, develop and implements SI&E work plan and budget
  • Leads the development and design of the tools and report formats including adaptation for digital platforms and use of MOH EMRS
  • Ensures updated and current M&E tools and SOPs are in use

2. Data Collection and Data Quality

  • Ensures integrity and accuracy of all EGPAF collected data and MOH reported data at EGPAF supported facilities. Ensures systematic data audit and follow up on action items.

3. Data Use for Performance Management Program Improvement

  • Ensures EGPAF SMT and technical team have access to timely data for program improvements and decision making
  • Coordinates biweekly donor reporting and surge calls
  • Coordinates and leads quarterly data review meetings for the EGPAF Program
  • Develops reports and presentations as required by the Donor, SMT and EGPAF HQ
  • Ensure Technical team develop log frames, monitoring and evaluations for innovations and pilot interventions to systematically inform scale up

4. Capacity Building

  • Develop capacity of the SI&E Unit to effectively implement the M&E systems and utilize the data for improving HIV service delivery by MOH and EGPAF.

5. Donor Reports

  • Drafts M&E sections of all donor reports, which includes extensive analysis of routinely collected quarterly data against preset targets and programmatically meaningful denominators
  • Liaise with Evaluations and Technical team to document best practices and lessons learned across the programme for internal and external application

6. Team Management

  • Manages SI&E Managers and Officers by overseeing implementation of their individual annual work plans and ensuring their professional development including mentoring GHC fellows and volunteers when they are available
  • Provides regular support to SI&E Managers to ensure their value-added to districts/ Zones, including periodically conducting joint site visits, responding to questions or concerns raised by Management or the donor, and sharing information of global relevance with SI&E Managers
  • Carry out any additional duties within reason as identified by SI&E Director.

Essential Management/Leadership skills

  • Management experience in M&E
  • Able to manage a team of five or more SI&E Managers and Officers
  • Oversee the development and day-to day implementation of unit’s work plan.
  • Works collaboratively across teams in the organization to promote data usage and overall evidence based program management

Knowledge, Skills and Abilities

  • Thorough understanding of the functioning of Malawi health delivery systems, current health sector programs, strategies and implementation plans.
  • Proficient in biostatics and working knowledge of statistical software packages.
  • Highly organized, meticulous and reliable.
  • Knowledge of quality assurance/quality improvement principles will be advantageous. The incumbent must have excellent numerical skills.
  • Ability to design, manage and present data and write technical reports.
  • Good interpersonal skills. Excellent oral and report writing and presentation skills.
  • Innovative and able to analyze and evaluate data to inform program design for effectiveness and efficiency
  • Proven ability to manage and present data, write SOP’s and reports
  • Comfortable working independently and developing new procedures and systems

Required Qualifications and Experience

  • Minimum 7 years’ experience in M&E in Malawi
  • Degree in social sciences, demography, project management/monitoring and evaluation, statistics or related fields, or relevant work experience

Preferred Skills and Experience:

  • Master’s degree in public health or related field is an added advantage
  • Experience with writing technical reports
  • Knowledge and experience in using quality improvement methodologies for health, monitoring and evaluation, reporting, communication and learning (knowledge management)
  • Strong analytical and planning skills, and an understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning
  • Creative and innovative thinking, and attention to detail
  • Good knowledge of statistical packages (STATA or SPSS)-will be tested
  • Ability to work in a team environment, but with self-sufficiency and self-motivation
  • Strong interpersonal skills coupled with excellent communication skills: verbal, written, listening, presentation and facilitation
  • Comfortable working independently and developing new procedures and systems
  • Good interpersonal skills
